As part of the revised referral procedure for transferring patients from lower-level hospitals to better-equipped facilities for specialized treatment, the Health Department has announced that control rooms will be set up in all medical colleges.
Government hospitals will be categorized into five groups based on available services and the availability of doctors and supporting staff. The protocol will include guidelines on which category of hospital a patient should be referred to, depending on the severity of their condition.
The existing classification of primary health centers, district/general hospitals, and medical colleges has been found to be impractical in the referral system. The protocol also emphasizes that the reason for referral must be clearly explained to the patient’s relatives and, if possible, to the patient.
Committees will be formed at the state and district levels to monitor the referral system. The State Health Secretary will chair the state-level committee, while the District Medical Officer will oversee the district-level committee. The committees will review their activities every month.
താഴെത്തട്ടിലെ ആശുപത്രികളിൽനിന്ന് വിദഗ്ധ ചികിത്സയ്ക്കായി രോഗികളെ കൂടുതൽസൗകര്യങ്ങളുള്ള ആശുപത്രികളിലേക്ക് അയക്കുന്നതിനുള്ള റഫറൽ നടപടിക്രമം പുതുക്കിയതിന്റെ ഭാഗമായി എല്ലാ മെഡിക്കൽ കോളേജുകളിലും കൺട്രോൾ റൂം തുറക്കുമെന്ന് വ്യക്തമാക്കി ആരോഗ്യവകുപ്പ് അധികൃതർ. ലഭ്യമായ സേവനം, ഡോക്ടർമാരുടെയും അനുബന്ധ ജീവനക്കാരുടെയും ലഭ്യത എന്നിവയുടെ അടിസ്ഥാനത്തിൽ സർക്കാർ ആശുപത്രികളെ അഞ്ചു വിഭാഗമായി തിരിക്കും. രോഗതീവ്രതയുടെ അടിസ്ഥാനത്തിൽ ഏത് വിഭാഗം ആശുപത്രിയിലേക്ക് രോഗിയെ അയക്കണമെന്നതടക്കമുള്ള നിർദേശം പ്രോട്ടക്കോളിലുണ്ട്. പ്രാഥമിക ചികിത്സാ കേന്ദ്രങ്ങൾ, ജില്ലാ/ജനറൽ ആശുപത്രികൾ, മെഡിക്കൽ കോളേജുകൾ എന്നുള്ള തരംതിരിവ് റഫറൽ സംവിധാനത്തിൽ പ്രായോഗികമല്ലെന്നാണ് വിലയിരുത്തൽ. റഫർ ചെയ്യുന്നതിനുള്ള കാരണം ബന്ധുക്കളെയും സാധ്യമെങ്കിൽ രോഗിയെയും കൃത്യമായി ബോധ്യപ്പെടുത്തണമെന്ന് പ്രോട്ടകോളിൽ വ്യക്തമാക്കുന്നു. റഫറൽ സംവിധാനം നിരീക്ഷിക്കാൻ സംസ്ഥാന, ജില്ലാ തല സമിതികളുണ്ടാകും. ആരോഗ്യവകുപ്പ് സെക്രട്ടറിയാകും സംസ്ഥാനതല സമിതിയുടെ അധ്യക്ഷൻ. ജില്ലാ മെഡിക്കൽ ഓഫീസർ ജില്ലാതല സമിതിക്ക് മേൽനോട്ടംവഹിക്കും. എല്ലാ മാസവും സമിതി പ്രവർത്തനം അവലോകനം ചെയ്യും.
